quality of paper is great but every page does not tear off evenly, seems like it is every other page that tears evenly?

I was a little disappointed. My son is in a prison facility and can only receive legal pads that do not have staples. I entered this into my search and this is the pad that he chose. It also did not give me specifics. I ordered it and had it sent to my son and he was not able to have them because of the staples and had to destroy them. The same with my daughter. That was 2 sets of legal pads that I lost my money and they did not get the product. I know there are many people with loved ones in prison that this has happened to. Can you please give me a specific order number for legal pads with no staples? I shop at Walmart almost daily but the online has not seemed to work for me.
